The problem is that “we're at capacity” is a symptom.

It doesn't tell you what the actual constraint is.

Sometimes you genuinely need more people.

But sometimes you've got enough people already, you're just wasting a huge chunk of their capacity.

Unclear ownership.

Too many meetings.

Work getting redone.

Approvals waiting on you.

Senior people doing low-value work.

Scope creep.

Bad fit clients.

And the list goes on.
